PROOF OF IDENTITY

Primary Identification – An original of one of the following documents with complete name

  • Valid alien registration receipt card (green card, form I-551)
  • I-551 stamp in passport or on I-94
  • Immigration judge’s order, containing your A-number (admissions number) granting asylum
  • I-797, containing your A-number, stating you have been granted asylum
  • I-797, or another form from the United States Citizenship and Immigration Services (USCIS), with your A-number, stating your application for refugee status is approved

 

 

PROOF OF SOCIAL SECURITY DOCUMENTS

Proof of Social Security – An original of one of the following documents with complete name and complete Social Security Number

  • Social Security Card
  • W-2 form (not handwritten)
  • Pay check/stub
  • SSA-1099
  • 1099 form (not handwritten)

If you do not have an SSN, you must bring a letter from the Social Security Administration indicating that you were never issued one. Individuals with a non-immigrant status that are not in the country on a work visa are not required to obtain a letter from the Social Security Administration.

RESIDENTIAL ADDRESS

Proof of Residential Address – Any two of the following documents, copies are accepted

Current driver license or ID card may not be used as proof of residential address.

  • Deed, mortgage, monthly mortgage statement, mortgage payment booklet or residential rental/lease agreement
  • Florida voter registration card
  • Florida vehicle registration or title
  • Utility bill
  • A utility hook up or work order – not more than 60 days old
  • Automobile payment booklet
  • Selective service card
  • Medial or health card with address listed
  • Current homeowner insurance policy or bill
  • Current automobile insurance policy or bill
  • Educational institution transcript for the current school year
  • Unexpired professional license issued by a government agency in the U.S.
  • W2 form or 1099 form
  • Mail from financial institutions including checking, savings or investment account statements
  • Mail from federal, state, county or city government agencies
  • A letter from a homeless shelter, transitional service provider or half-way house verifying they receive your mail. The letter must be accompanied by a completed and notarized Certification of Address Form
    If you reside with a relative:
    • Provide two acceptable proofs of their residential address (in the relative’s name)
    • A document demonstrating family relationship, examples include adoption records, birth certificate, and marriage license
    • A completed Certification of Address Form, relative must sign in person or the form must be notarized.

      If you reside with a non-relative:

    • Provide two acceptable proofs of their residential address (in the non-relative’s name)
    • A completed Certification of Address Form, relative must sign in person or the form must be notarized.

 

TRAFFIC LAW AND SUBSTANCE ABUSE COURSE EXAM

Drivers who have never held —or do not have in their possession— a driver license from any other state, country or jurisdiction, must complete a Traffic Law and Substance Abuse Education (TLSAE) course before applying for a license in Florida.

Driver Education Licensing Assistance Program (DELAP) courses offered by some county school boards may substitute for this requirement.

Contact the local school board for further information. Drivers under 21 years of age who have received a notice of suspension for driving with a blood alcohol level (BAL) of .02 to .05 must complete a TLSAE course in order to reinstate their driver license on a hardship. A hardship license is a license restricted to “business” or “employment” purposes only.

KNOWLEDGE EXAM

To obtain a learner’s license, customers must pass the Class E Knowledge Exam. The Class E Knowledge Exam consists of 50 multiple-choice questions about Florida traffic laws, safe driving practices and identifying traffic controls. To pass, a customer must answer 40 out of 50 questions correctly, or score 80 percent.

Class E knowledge examinations are available in Arabic, Chinese, English, Haitian Creole, Russian and Spanish.

Prepare for the Class E Knowledge Exam!

To prepare for the Class E Knowledge Exam, study the Official Florida Driver License Handbook and take the Class E Knowledge Practice Test.

Testing Options

In person –

The Class E Knowledge Exam can be taken at a service center.

Online/Classroom setting –

Any applicant under the age of 18 can take the Class E Knowledge Exam online.  There are approved third party administrators that provide this service.

NOTE: A Parent Proctoring Form is required for online tests, and must be notarized or signed in the presence of a driver license examiner.

Upon passing the Class E Knowledge Exam through a registered third party administrator, the exam information will automatically be submitted to the Department of Highway Safety and Motor Vehicles (FLHSMV) and this information will also be available at all driver license offices.

Driver Education Licensing Assistance Program (DELAP) –

Many high school driver education classes are authorized to provide the Class E Knowledge Exam through DELAP.  Students who pass their Class E Knowledge Exam through an approved DELAP course in public or private schools will have the results entered into FLHSMV’s test records by their driver education teacher.

Please contact your local high school to determine if they are currently participating in DELAP.

Note: Section 322.56(3)(b) and (e), Florida Statutes, provides that a customer who passes the Class E Knowledge Exam or Driving Skills Test through an authorized third party administrator may be randomly selected for a no fee mandatory re-test without prior notice. After a re-test with a passing score is completed in a driver license or tax collector office, the license will be issued. A failed mandatory re-test will require a re-exam fee be collected at the next exam attempt.

 

DRIVING EXAM

To obtain a Class E driver license, customers must pass the  Class E Driving Skills Test which consists of a series of maneuvers, listed below,  used to determine an applicants ability to safely operate a motor vehicle. To qualify for a driver license, customers must hold their learner’s license for one year (12 months) from the issuance date or must be 18 years old.

In Office –

The Class E Driving Skills Test can be taken at a service center.

The Class E Driving Skills Test can be taken with a driver license exam provider or a third party administrator.

The vehicle used for the The Class E Driving Skills Test must have a valid registration, proof of insurance and pass a basic vehicle inspection (conducted by the driver license examiner to determine that it is safe for a driving exam). The Class E Driving Skills Test will not be given if the examiner finds:

  • Defective or inoperable horn, rear-view mirror, directional signals, steering wheel, brakes, tires, brake lights or tail lights.
  • No windshield wipers on the driver’s side.
  • No operable headlights.
  • Cracked or broken glass that hinders visibility.
  • Expired tag.
  • The vehicle does not have doors.
  • Front doors do not open from the inside and outside.
  • Vehicle does not have stationary seats.
  • Vehicle does not permit driver to give hand signals when required.
  • Jeep-type vehicles without framed canvas or metal doors held by hinges and door latch.
  • Does not meet bumper height requirements.
  • A low-speed vehicle, which are vehicles with top speeds of 20 to 25 miles per hour.

No other passengers are permitted during the exam, unless a language interpreter is necessary.

You will perform the following maneuvers on the driving skills test:

  • Three Point Turn. Turn car around in a 20–40 foot space.
  • Approach of Crossing. Get in the proper lane and look in each direction.
  • Yield Right-of-Way. Allow pedestrians to cross, pull over and stop for emergency vehicles, and don’t enter an intersection where you will interfere with other traffic.
  • Straight-In Parking. When properly parked, the vehicle should be centered inside the space with no part of the vehicle extending out in the traffic lane.
  • Parking on a Grade. Proper parking for uphill and downhill, with and without a curb.
  • Stop Quickly. Make a quick, safe stop when the examiner/agent instructs you.
  • Backing. Back a distance of 50 feet at a slow speed while looking to the rear. Do not use the rear-view mirror or rear-view camera monitor.
  • Obey Stop Signs. Approach in the proper lane, come to a complete stop before reaching the stop line or crosswalk, and remain stopped until you can move safely.
  • Obey Traffic Signals. Get into the proper lane and approach the light at a speed that will allow you to stop if the light should change. When the light turns green, do not move forward until traffic has cleared the intersection.
  • Signal and Turn. Get into the proper lane and signal your turn for the last 100 feet. You may use either hand signals or mechanical signals.
  • Passing. Always look ahead and behind to make sure you can pass safely.
  • Stay in Proper Lane. Drive in the right lane except on a one-way street. Do not change lanes until you may do so safely.
  • Follow at a Safe Distance. Do not follow too closely behind other cars. Keep a minimum following distance of four seconds.
  • Use Proper Posture. Keep both hands on the steering wheel and do not rest your elbow in the window.

The examiner/agent will explain any mistakes you may have made after the exam is completed. Customers who fail the The Class E Driving Skills Test will be asked to study or practice before returning for a re-test.

Customers who have successfully passed the The Class E Driving Skills Test may surrender their learner’s license at their local service center to receive their Class E driver license.
